The Sunset Commission staff conducted a study on the TRCC and has recommended to abolish it because it is fundamentally flawed. The report can be found at: http://www.sunset.state.tx.us/81streports/trcc/trcc_hm.pdf This recommendation will be presented to the members of the Sunset Commission who will later make the recommendation to the Texas Legislature.
Who can testify?
Any citizen is allowed to testify. Most probably testimony will be limited to 3 minutes in most cases. Homeowners are urged to provide information in support of the recommendation.
What should I bring?
We encourage everyone to submit their testimony in writing as well as any other information you think would be appropriate to reinforce your position. Also take some time to viist your state Representative and Senator to call for their support.
How long will the hearing last?
This is hard to determine since we are not sure how long the other business that will be conducted will take, but generally the hearing will start with the staff providing information and defending their report, followed by testimony from the TRCC defending their Commission. This is then followed by testimony from the audience.

Here is my take.
The Sunset Commission had no choice but to reach the conclusion they came to, which is to abolish TRCC. They have been inundated with negative comments not only from victims but elected officals and news media not to mention the bloggers. Having said that, after hours of horrendous testimony from everyone the panel will meet and say let's giveit another chance. We added $14 mil and 42 attorneys, we can do something with this. People will once again be outraged but that's ok as the lawmakers on that panel will get more contributions from Bob the Builder and the builder lobbyists and the rest of TRCC will not have to collect unemployment.
